Launch of Data Centre as a Service (DCaaS) Multi Use List

I am pleased to announce the publication of the DCaaS Multi Use List (MUL) and Service Catalogue. 35 leading suppliers have been selected to provide Cloud and Cloud-Like services to the Australian Government. Services range from Virtual Desktops and Servers, to Disaster Recovery and Managed Backups, to eTendering packages and online collaboration tools.
The MUL will be in place for two years initially, and will be continually updated to reflect changes in the suppliers, services and pricing available to Agencies. Contracts under this arrangement are limited to $80,000 (GST inclusive) and terms of up to 12 months.
This is the latest step in the implementation of the Australian Government Data Centre Strategy 2010-2025 and a deliverable of the Australian Government Cloud Computing Strategic Direction paper. Guidance on Agency considerations for the use of Cloud Computing is available through the AGIMO website.
AGIMO approached the market in July 2012 seeking applications for inclusion. 35 suppliers and over 900 services have been included in the first release of the MUL.

Congratulations to the team at AGIMO on completing this next milestone of the Data Centre Strategy – within a very tight evaluation timeframe.
Macquarie Telecom is delighted to be included in the DCaaS Multi-Use List – particularly as it does provide a framework for the Federal Government to more actively begin evaluating and transitioning to cloud services.
As an Australian owned and operated business using only Australian data centres (that are part of the Data Centre Facilities Panel), we support AGIMO’s initiative to include in the DCaaS Service Catalogue details of the jurisdiction where the services will actually be provided. The Catalogue will also contain information about the location and tiering of any data centres used for the services. This is important information for an Agency’s risk assessment.

Ummm … do I understand this correctly?
So, cloud services are the latest innovation in responsive, automated, efficient and scaleable online access to ICT capabilities.
In order for agencies to buy these services, however, they need to email an RFQ form to a central procurement/gatekeeper department which will compare the request to a service catalogue, forward the RFQ to suppliers who may be able to meet the requirements, and then collate the responses and forward them back to the agency for evaluation and final selection.
Is this really right? 150 or so agencies have to fill out a form, send an email and wait in an orderly queue to be served to buy services with a maximum value of $80k p.a.? What will be the SLA turnaround for such requests? Minutes, days, weeks or months?
Is this just an interim to-be-getting-started-with process which will be replaced with an automated cloud services portal … ...
... a Gov App Store perhaps … once the volume of transactions grows?
Do we think this process is designed to encourage or discourage agency cloud services adoption?

I cant speak for the other vendors Steve, but I found the mindset of using a MUL for the procurement of these services quite refreshing and suitable. The process was mostly painless and the decisions made quickly.
It’s a start and as such a good thing.

Thanks for your comment. One of the ongoing challenges of public administration is the tendency to attempt to build all-encompassing systems that automate or accelerate every function. The attractiveness of such systems is hard to resist, especially if one’s task is to view them not build or run them.
We could have waited to launch this until the capabilities you imply were available. Then, I fear, commentators would be bemoaning our inertia and inactivity.
Instead, we chose to run with a modicum of innovation. For example, we’ve introduced compulsory arbitration to resolve disputes, online selection of suitable suppliers, defined service offerings, careful categorisation, contracts as part of an MUL, online consultation about the contract, assessment and reporting of performance, and fees for inclusion. I could go on but I trust you are getting the message. Oh, and note the companies, big and small, that are declaring, on this public forum, their support. Have you seen much of that before? I’ve already had emails from companies wanting to join.
We’ve been prepared to have a go and we hope this venture will succeed. if it does, we’ll expand it, including in some of the directions you imply. I trust you will stick around for the ride.

Starting simple and evolving fast, as you say, is the best way. My concern is that the process itself could act to stifle adoption if it becomes a bottleneck. I guess, however, that if this problem emerges than it will mean that DCaAS is a success … and hence further investment is justified.
More positively, your decision to publish the Service Catalogue is a good one. This should help to promote visibility of both vendors and the services that are available. As this matures it will become a useful reference point for the development of the breadth and depth of the public sector cloud services market in Australia – which will be good.
Fingers crossed that your team is flooded with RFQs!
BTW, I learned this week that SuccessFactors has apparently been used for a while by AFP, Customs, DHS, FAHCSIA and several other agencies – so there seems to already ...
... be more SaaS adoption in agencies than has been previously noted.

Going through the services list, it certainly looks like an impressive offering:
- 35 providers offering 945 services;
- at protected/secret level, about 10 providers offering 282 services, of which:
– IaaS: 135 services;
– PaaS: 16 services;
– SaaS: 32 services.
This certainly offers a varied enough palette of offers for most government agencies considering cloud services.
